So you know how Government Officials, Employees and Other Workers get their wage increase, benefits, awards and rewards? You really want to know?
All the workers not only they were employed because "knowledge is power and with vast knowledge about governance, about their specific knowledge and intelligence in the rank and file, they also should have educational attainment being College Graduates with Diploma. They must also specifically passed Government test and exams: Sub-proefessional Exam and Professional Exam. Government always provide seminars and workshops and if they passed and finished such achievement test they can receive awards, benefits, rewards and probably promotion.
It's always been MERIT. You know you are such a promising employee if you receive such benefits because you deserved them. Without wage increase and increase benefit? It only means you didn't excel in all those proficiency tests and you didn't qualify to those rewards. You must retire, or a forceful laying off of workers are necessary. Remember there are millions of new workers who are willing to provide new standard of proficiency and effectiveness in the workforce. There are millions of newly grads who are enthusiastic and more than willing to start working and provide new guidelines and support to the workforce.
Or maybe the problem is there is that HUGE BUDGET AND SURPLUS and don't know where to hide them? There's always two sides of the coin you know.

All the wars in this world is finished. The last war was the DESERT STORM. FINISHED! Don't be playing the broken record of having the old wars come back again in front of television because we can only assume that you are not in the present world. You have to come out in the open and be accounted for. Don't keep hiding like as if you are a criminal or war criminals. For the past twenty years television news keep broadcasting wars from the past. Where those news network broadcasting their old news? You are trying to scare the people. The war in Afghanistan is hundred years old. The war in Iraq is 25 years old. The desert that you know is Las Vegas and Arizona. FGS! Why not travel around the world and find out for yourself. The Vietnam that you know is California and Philippines. The Philippines that you know is India and India is in LUZON. Philippines has too many TOLL GATES. For what? It's a landlocked country. Can't beat illegal immigrants PAY at the TOLL GATES. You know what's the good thing that you can do? INCREASE THE PENSION of SENIORS and VETERANS rather than give it away to not so deserving people in your country.
